China: Borrowing for the Past
Through mid-2027 what binds China's economy is at home and chosen by Beijing: the state is putting its new borrowing into clearing local governments' old debts rather than into demand - government bonds outstanding up 13.5% against total financing up 7.2%, while spending on the two main budgets fell in January-August and households paid down RMB1.03tn of loans - so exports keep growing and factory profits recover while household demand does not turn, and partners' pressure does not change that course.

Do the APEC meeting in Shenzhen on 18-19 November and the G20 in Miami turn the truce into a wider settlement, or does it stay a run of short extensions?
“Every US pause since Busan has been bought with a Chinese pause, while both sides keep bigger threats in reserve.”

Facts since the research date
8-9 Oct 2026
At their second Trade and Investment Consultations, in Beijing, the EU and China said they had reached an understanding on trade in hybrid vehicles 'in a WTO compliant manner'; its terms were not published with their joint statement. China said it would keep facilitating export licences for rare earths and permanent magnets to the EU, and the two sides agreed to explore tariff reductions for certain goods. The EU Trade Commissioner said on 9 October that the understanding opened the prospect of cutting China's hybrid and plug-in hybrid exports to the EU by more than half; the Chinese Commerce Ministry's briefing of 10 October gives no figure. Ministers are to meet by video in January 2027 and in person in March 2027. Edition 2.0 does not report this understanding.

16 Oct 2026
China's Ministry of Commerce and Ministry of Science and Technology proposed adding 40 technologies (23 in artificial intelligence, 5 in biomedicine and 12 in photovoltaics) to China's catalogue of technologies whose export is prohibited or restricted, invited comments to 15 November 2026, and required registration before export of those technologies from 16 October 2026 until the revised catalogue takes effect.

The brief's signpost calendar lists the G20 leaders' meeting in Miami as 'December 2026 (exact day to be confirmed)'. The dates had been announced on 19 February 2026: the G20 Leaders' Summit is on 14-15 December 2026, in Miami.
