Why it matters

The Takaichi cabinet sent the Diet a bill on 9 Oct 2026 to cut the consumption tax on food and drink from 8% to 1% for two years from 1 Apr 2027. The ruling LDP group alone holds 315 of 465 lower-house seats, more than the two-thirds needed to re-pass a bill the upper house rejects. In the upper house the LDP and Ishin hold 120 seats, four short of a majority of the 247 sitting members. The cut would cost about JPY 10tn over two years, reported by CGTN on 6 Oct, while the 10-year JGB yield is about 1.2 points above its level a year ago.

Why Likelihood 8 Pushes: lower-house supermajority; government flagship; opposition parties have long called for cuts.

Why Impact 5 Threshold case the bill as submitted. Key price the 10-year JGB yield; move at enactment not sourced.

Three scenarios and their signposts

  1. S1

    Passed with help

Komeito or another party backs the bill and both houses pass it.

  2. S2

    Passed over the upper house

The upper house rejects or sits on it; the lower house re-passes it by two-thirds.

  3. S3

    Stalled

A funding fight or a political shock leaves the bill carried over and dropped.

The signposts of each scenario
PathSignpost
S1An upper-house vote before 12 Dec 2026
S2An upper-house rejection, or 60 days without a vote
S3No lower-house vote by 12 Dec 2026

No probability is given for the three paths.

The other side

Households would pay 7 points less tax on food and drink for two years [3]. A clear funding plan without deficit bonds [4] could calm the bond market.
