What changed

Dated, newest first

  1. Likelihood 6 to 5.
  2. ENFEN: extraordinary magnitude off Peru until January 2027, strong to early autumn; above-normal rain on the north coast, central coast and north-western highlands; above-normal flows in Tumbes, Chira, Piura, La Leche, Jequetepeque from November and Rímac, Chillón from December [1]
  3. ENFEN communiqué 18-2026 keeps the Coastal El Niño Alert [2]
  4. Niño-3.4 at +2.1 C over the past month (8 Oct discussion); strong to very strong El Niño likely through Jan-Mar 2027 [3]
  5. DS 124-2026-PCM: 60-day level-4 emergency in 893 districts of 22 departments and Callao for imminent heavy rain [4]

Why it matters

ENFEN expects an extraordinary coastal El Niño until January 2027, with above-normal rain on the north and central coast through the summer. The government has already declared a level-4 emergency in 893 districts for imminent heavy rain. The coastal El Niño of 2017 left 285,955 people damnificados; by late March 2017 a consultancy put damage at about US$3.1bn; the question is whether this rainy season comes close.

Why Likelihood 5 Pushes: ENFEN extraordinary coastal El Niño to January 2027 and above-normal north and central coast rain; rivers above normal from November; NOAA strong to very strong; level-4 emergency in 893 districts; the 2017 precedent (285,955 damnificados). Brakes: prevention works at 70 points; southern regions normal or dry.

Why Impact 4 Threshold case: 100,000 damnificados.

Three scenarios and their signposts

  1. S1

    A wet but managed season

Heavy rain but cleaned river beds hold; damnificados stay in the tens of thousands.

  2. S2

    2017 again

Rain over Piura and Lambayeque in February-March overflows rivers; damnificados pass 100,000.

  3. S3

    Rain shifts south

Central-Pacific warming dominates and coastal rain is lighter than feared.

The other side

El Niño rain refills northern reservoirs; Tinajones in Lambayeque is very low for the season [1]. Builders and insurers of flood defences gain work; the S/179.5m programme [6] is a start (Strature's view).
