Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.

Two separate scales from 1 to 10. Strature never multiplies or merges them.

Why it matters

The block this card first asked about has already happened. On 12 Feb 2026 the Kremlin confirmed WhatsApp, with more than 100 million Russian users, was being blocked; in February users said it worked only through a VPN. Telegram has been throttled since 10 Feb 2026 and largely stopped working in mid-March. The question is whether both blocks hold for another year while the state pushes its own messenger, Max.

Why Likelihood 9 Under way since February 2026 (Kremlin confirmation 12 Feb; Telegram largely down from mid-March). Pushes: build-up since Aug 2025, Max mandate, whitelist. Brakes: about half of Russians use VPNs; business losses.

Why Impact 5 Key measure: people cut off. One country, one sector; 94.5 million monthly WhatsApp users, gross; in force Feb 2026 to Oct 2027; Max, phone and VPNs at a cost.

Channels 4 on the card

  1. CanadaNo direct channel found (Strature's view).
  2. Business in RussiaForeign firms lose the main channels to staff and clients; what is left is Max, the phone or VPNs, each with its own legal and data risks (Strature's view; not legal advice).
    More

Moscow mobile internet outages hit taxis and card payments in March 2026 [9].

  3. Reaching Russian audiencesOutside media and firms lose the two apps: WhatsApp had 94.5 million monthly users in December 2025 [5] and nearly 96 million people logged into Telegram in January 2026 [13].
  4. ComplianceMax lacks the encryption of foreign apps (BBC) [7]; firms weigh data and sanctions rules (Strature's view).

Three scenarios and their signposts

  1. S1

    Blocks hold

Both apps stay blocked; Max and VPNs fill the gap.

  2. S2

    Quiet easing

Enforcement slackens without a formal lift.

  3. S3

    Deal and unblocking

One app agrees to store data in Russia and is unblocked.

The signposts of each scenario
PathSignpost
S1No Roskomnadzor notice lifting either block by mid-2027
S2OONI or Downdetector data showing WhatsApp reachable without a VPN in most regions
S3A published compliance agreement

No probability is given for the three paths.

The other side

Russian developers of messaging and VPN-free tools gain users; Max reached 70 million monthly users by December 2025 [5]. Outside Russia, demand grows for censorship-resistant tools and for firms that help clients reach Russian audiences lawfully (Strature's view).
