US export limits hold back a Saudi AI data centre
The test Between 26 Oct 2026 and 25 Oct 2027, the US government revokes, suspends or publicly denies an export authorisation for advanced AI chips bound for Saudi Arabia, or tightens Saudi licence terms by rule or law, and the operator, the Saudi government or two independent reports say this holds back a named Saudi AI data-centre campus.

Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.
Two separate scales from 1 to 10. Strature never multiplies or merges them.
What changed
Dated, newest first
- The Houthis said they struck Riyadh's King Khalid International Airport on 8 Oct 2026; Houthi attacks have killed at least 18 in the kingdom [9]
- Riyadh and Dammam campuses, due Q2 2026 with at least 100 MW each, had no public commissioning confirmation (secondary tracker; status table last checked 31 Jul 2026) [8]
Why it matters
Saudi Arabia's AI build-out runs on US chips, and every large shipment still needs a US licence: Washington authorised up to 35,000 top-end chip equivalents for the main Saudi operator in Nov 2025, with security and reporting conditions. In July 2026 the US let approved UAE buyers import such chips without a licence, a status no other Middle Eastern state has. Saudi Arabia's main AI operator agreed in July 2026 to provide at least 50 MW of compute to a Canadian AI firm, so a US block could reach Canada too, but the policy trend is easing, not tightening.
Why Likelihood 3 Pushes: Saudi licences carry monitored conditions; diversion-to-China concerns and threatened investigations; a possible change in House control. Brakes: the administration eased UAE rules in July 2026; the US-Saudi AI memorandum; licence decisions are not public.
Why Impact 3 Threshold case: one campus held back. One Canadian channel, no sourced loss.

- CanadaThe 50 MW that Saudi Arabia's main AI operator agreed to provide to a Canadian AI firm [1] depends on the same licences; no Canadian loss figure is sourced.
- Saudi AI capacityA held licence leaves planned halls empty or on older chips (Strature's view).
- US chipmakersSales to Saudi data centres slow; the AMD-Cisco venture targets up to 1 GW by 2030 [7].
- The Gulf raceThe UAE's licence-free status widens its lead as the region's compute hub.

Three scenarios and their signposts
- S1
Steady licences
Washington keeps approving Saudi shipments case by case and the 2027 phases proceed.
- S2
Saudi parity
BIS gives Saudi Arabia a UAE-style rule.
- S3
A hold
A diversion case or a new Congress leads Commerce to suspend or cap Saudi licences.
| Path | Signpost |
|---|---|
| S1 | A Saudi campus commissioning notice in H1 2027 |
| S2 | A Federal Register rule naming Saudi parties in Supplement No. 8 to Part 740 |
| S3 | A congressional letter or hearing on Saudi chip exports after January 2027 |
No probability is given for the three paths.

The other side
If licences keep flowing, Saudi Arabia becomes a large buyer of US chips and a host for foreign models, and the Cohere deal gives a Canadian firm compute it does not have to build at home. Canada could use its own AI memorandum with Riyadh to attract Saudi capital into Canadian data centres (Strature's view).
