What changed

  1. S&P confirmed A stable; analyst Marián Kočiš warns of deficits near 5% of GDP, weak growth, rising interest costs [3]
  2. Bond auctions on 19 Oct raised about EUR 530m at 3.62-4.69%, demand above EUR 1.2bn [8]
  3. 2027 deficit 4.94% (EUR 7.4bn) against 3% planned in 2024; debt 65.9% of GDP in 2027, above 73% by 2029 without measures; stabilising deficit about 2.5% of GDP [5]
  4. 2026 deficit expected 4.4% of GDP (EUR 6.3bn); 2027 draft 4.94%; sixth year in the highest debt brake band; draft breaks the debt brake and very likely Art. 55a; debt 61.4% of GDP end-2025; debt 71.8% by 2029 on the draft's own numbers [4]
  5. Ratings: S&P A stable (Oct 2026), Moody's A3 stable (Jun 2026), Fitch A- stable (May 2026), DBRS A (low) stable (Sep 2026), Scope A- stable (May 2026) [1]
  6. S&P at A+ negative from Oct 2025 and at A from Apr 2026 [2]
Show 5 earlier changes
  1. Moody's cut A2 to A3 in Dec 2024 and Fitch A to A- in Dec 2023, each after a negative outlook [2]
  2. Long-term sustainability gap 5.5% of GDP, high risk [11]
  3. Sept 2026 tracker: 2026 balance -4.3% of GDP vs -4.1% target [6]

Why it matters

All three big agencies rate Slovakia with a stable outlook: S&P at A (confirmed October 2026), Moody's at A3 (June 2026) and Fitch at A- (May 2026). S&P cut Slovakia from A+ in April 2026, Moody's from A2 in December 2024 and Fitch from A in December 2023. The government's 2027 draft budget plans a deficit of 4.94% of GDP and debt rising to 65.9%, and the Fiscal Council says it breaks the constitutional debt brake. A cut by Fitch or Moody's would take Slovakia into the BBB band (Baa1 at Moody's) (Strature's view).

Why Likelihood 3 Pushes: deficits near five points of GDP; a breached debt brake; rising debt. Brakes: stable outlooks at all three agencies, confirmed May to October 2026; every cut since 2023 came after a negative outlook, and all three outlooks are stable; strong bond demand. A blocker is in force on the card's facts.

Why Impact 4 Threshold case: one agency cuts by one notch.

The other side

The stable outlooks and strong bond demand show investors still lend at A-grade terms [1][8]. A credible plan to meet the debt brake could close the gap the agencies watch (Strature's view).
