China holds live-fire drills off its coast; Taiwan watches for more

What happened

China's Maritime Safety Administration closed five sea areas for live-fire drills from 12 to 17 Oct 20261. Taiwan's defence minister, Wellington Koo, said Taiwan expected the drills off China's coast, by artillery units, not near Taiwan1. Taiwan's port bureau put the nearest area 159 nautical miles from Taiwan1. On 14 Oct a fleet led by the carrier Liaoning began drills in the western Pacific; China's navy said they were routine and not aimed at any country2. On 15 Oct Taiwan's defence ministry said it was watching for a large exercise in the November-December drill season2.

Why it matters

A large exercise around Taiwan can close sea and air areas for days. Shipping, airlines and insurers on routes through the strait plan around such closures. Chip and electronics supply chains run through Taiwan's ports, so a closure there can delay parts for buyers abroad. So far this month, the closures sit off China's own coast, not around Taiwan1.

Background

China held at least one large encirclement exercise around Taiwan each year from 2023 to 2025, and none so far in 2026, Taiwan's defence ministry said2. The last named exercise, "Justice Mission 2025", ended on 31 Dec 2025 (brief C-005). President Lai Ching-te gave his National Day address on 10 Oct; China has not tied the drills to it1.

What it means for our forecasts

Brief C-005 asks what happens around Taiwan and the Philippines to 30 Jun 2027. This week's drills are not named and are not around Taiwan, so they bear on "no named drill and no clash", at 47% (F-0199). A named drill with no clash is at 28% (F-0200); a clash at sea at 12% (F-0201); a blockade or quarantine of a Taiwan port at 4% (F-0202); an attack at 3% (F-0203). Each is our estimate, scored when it resolves.

No estimate changes with this note. Estimates are our own, sealed when issued, and scored when they resolve.
