US lowers softwood lumber duties as the wider trade war holds
What happened
The US Department of Commerce announced final results of its seventh reviews of the anti-dumping and countervailing duties on Canadian softwood lumber on 14 Oct 2026, Global Affairs Canada reports1. The combined rate for most producers ("all others") is 24.75%1. Named producers get 20.02% to 31.11%1. The new rates take effect when published in the US Federal Register1. The combined rate in force before was 35.16%1. A separate 10% US tariff on softwood lumber, under Section 232, applies on top12. Together that is 34.75% for most producers (Strature calculation).
Why it matters
Lower duties cut the cost of Canadian lumber for US builders and importers, and the deposits Canadian producers pay. But the lower rate comes from a duty review, not a trade deal. It does not touch the 50% tariffs and import bans that the United States put on other Canadian goods from August and September 202634.
Background
Talks between Canada and the United States broke off on 21 Aug 20264. The United States applied 50% tariffs on listed Canadian goods under Section 338 from 22 Aug3. Canada applied counter-tariffs on C$27.6bn of US goods from 8 Sep5. US import bans on some Canadian motor vehicles, dairy products and alcoholic drinks took effect on 29 Sep3.
What it means for our forecasts
Brief C-006 puts "escalation short of withdrawal" at 51% (F-0163), the zombie agreement at 27% (F-0162), and the trade war sorted out and temporary at 25% (F-0172), each our estimate, scored when it resolves. A lower lumber duty from a scheduled review bears on none of these directly. It is not a resumption of talks; none was found in reporting read to 16 Oct 2026.
- Escalation short of withdrawal - tit-for-tat, more bans, 50% auto tariffs from January, and a progressive shrinking of tariff-free trade51% our estimate, scored when it resolves · F-0163 · resolves by 30 Sep 2027
- The trade war is sorted out and proves temporary - talks resume and the new tariffs fall25% our estimate, scored when it resolves · F-0172 · resolves by 30 Sep 2027
- The zombie agreement: no renewal, no withdrawal - annual reviews roll on with the agreement unchanged and investment held back by the doubt ("Hotel California")27% our estimate, scored when it resolves · F-0162 · resolves by 30 Sep 2027
No estimate changes with this note. Estimates are our own, sealed when issued, and scored when they resolve.
