China bars exports of chips made in China by a foreign-controlled chipmaker

The test Between 26 Oct 2026 and 25 Oct 2027, a Chinese authority bars or suspends exports of finished chips made in China by the units of a chipmaker controlled from outside China whose China units ship chips worth about US$1bn or more a year, as the Ministry of Commerce did on 4 Oct 2025, for at least 7 days, confirmed by an official source or two independent news sources. The score is for an act of the Chinese state; Strature gives no view on any company.

What changed

Dated, newest first

  1. EU and China agreed on 9 Oct 2026 to give advance warning and more transparency on export-control listing and delisting [9]

Why it matters

In October 2025 China's commerce ministry blocked exports of chips made in China by a Dutch-controlled chipmaker, after the Dutch state took control of the company; carmakers in Europe and Japan warned of shortages until both sides eased their measures in November. The ownership fight is not settled: a Dutch court kept the Chinese owner out in February 2026, and a Chinese court froze the company's Chinese stakes from August 2026 to August 2029. A new halt would again hit the basic chips that car plants cannot quickly replace.

Why Likelihood 4 Pushes: the ownership fight is open in Dutch and Chinese courts; the Dutch order is only suspended; Wingtech invokes the Anti-Foreign Sanctions Law. Brakes: both sides eased in Nov 2025; the 9 Oct 2026 EU-China statement on export-control transparency; Chinese carmakers were hit too.

Why Impact 5 No key price published.

Three scenarios and their signposts

  1. S1

    Frozen dispute

Courts move slowly and chips keep flowing under the November 2025 easing.

  2. S2

    Second halt

A ruling against Wingtech, or a Dutch step to reinstate the order, brings a new export bar.

  3. S3

    Split company

The Chinese and European halves run as separate suppliers and carmakers qualify both.

The signposts of each scenario
PathSignpost
S1No new commerce ministry notice before the March 2027 EU-China round
S2The Enterprise Chamber investigation's findings
S3Carmakers announce new wafer or assembly sources (certifying new wafer suppliers for car use takes 6-12 months, per one industry body)

No probability is given for the three paths.

The other side

A second halt would speed the qualification of other suppliers, in Europe and Asia, for basic car chips. Chip makers outside China with spare assembly capacity would gain orders.
