Prague caps household power or gas prices again
The test Between 28 Oct 2026 and 27 Oct 2027, the Czech government adopts a decree, or parliament passes a law, that sets a maximum retail price for electricity or gas supplied to households (as the 2023 cap did), whether or not the cap binds at once, not only a cut in regulated fees, taxes or fuel margins.

What changed
Dated, newest first
- TTF next-month contract up to EUR 86.79/MWh, four-year high; Czech storage almost 76% full, Germany about 60%, EU just under 74% [2]
- Fuel excise cut and price regulation to show in October data (CNB economist) [7]
- Supplier fixed-price rises of 10-20% since spring; best offers less than half the 2023 cap levels [3]
- Babiš video: huge problem with gas; Havlíček: measures by price developments, ready to cap energy prices, crisis plan presented in spring [4]
- Fuel prices regulated April to mid-July 2026, with maximum margins and a temporary diesel excise cut [6]
- 2027 draft budget deficit CZK 389bn [10]
- Havlíček: problem is price, not shortage; cap would not greatly affect the budget; 2023 cap cost almost CZK 80bn [5]
Why it matters
Czech wholesale gas for next year cost 56% more at the end of August than a year earlier, and the Hormuz crisis pushed European gas to a four-year high on 13 Oct. Suppliers have raised fixed prices by 10-20% since spring. Deputy Prime Minister Karel Havlíček says the government is ready to cap energy prices if needed; it already set maximum fuel margins this year. Best household offers are still less than half the 2023 cap levels, and the 2027 budget is already deep in deficit.
Why Likelihood 4 Brakes: best offers below half the 2023 cap levels; storage above the EU average; the minister says the problem is price, not shortage; the deficit and Fitch's warning; economists oppose caps. Drivers plus a named actor's threat, with brakes holding, give 4.
Why Impact 4 Threshold case: a cap set high that binds little, for a heating season.
The other facts on file (4)

- Government covered the whole renewables fee from January 2026, about CZK 17bn a year [8] (Dec 2025)
- 2023 caps CZK 5/kWh electricity and CZK 2.5/kWh gas before VAT; cost estimates up to CZK 200bn [9] (30 Dec 2022)
- Czech storage 1.7 bcm, about 49%, on 20 Jul 2026; ministry sees no shortage risk [11] (30 Jul 2026)
