  2. S&P BBB- negative since 11 Apr 2025; Moody's Baa2 negative; DBRS BBB stable [6]
  3. 10-year yield about 5.57% on 28 Oct 2026, down about 1.26 points in a year; 5.14% on 16 Jun 2026 [7]

  6. Fitch BBB negative; 2027 deficit projected at 5.4% against a 4.9% target; debt peak 77.7% of GDP in 2027-2028 [1]
Show 3 earlier changes
  1. Government expects a 7.5% deficit in 2026 and targets 4.9% in 2027; spending cuts HUF 1,465bn; net tax gain HUF 665bn [2]
  2. IMF: 2026 deficit 7-7.5% of GDP; debt ratio would keep rising; EUR 16bn of previously frozen EU funds, about 7% of GDP [3]
  3. Policy rate 5.5% after 100 bp of cuts, then a pause [3]

Why it matters

S&P rates Hungary BBB-, one notch above junk, with a negative outlook; Fitch (BBB) and Moody's (Baa2) also have negative outlooks. The deficit is set to reach about 7.5% of GDP in 2026. The 10-year yield is about 1.26 points lower than a year ago, and Fitch said on 22 Oct 2026 that the 2027 draft budget shows commitment to consolidation.

Why Likelihood 4 Pushes: a deficit well above the EU limit; debt still rising; the energy shock. Brakes holding: yields down about 1.26 points in a year; Fitch's 22 Oct reading of the budget; EUR 16bn of EU money; two agencies two notches above junk. Three cited drivers with blockers holding, none stopping a cut, give 4.

Why Impact 4 Threshold case: S&P cuts to BB+.

Three scenarios and their signposts

  1. S1

    Hold and stabilise

The 2027 budget passes near 4.9% and one agency moves its outlook to stable.

  2. S2

    One cut

S&P cuts to BB+ after a slip in consolidation or an energy shock; the others wait.

  3. S3

    Two cuts

Moody's or Fitch also goes two notches lower and index funds sell.

The signposts of each scenario
PathSignpost
S1The final 2027 budget law keeps the target
S2The 2026 outturn lands above 7.5%
S3A second negative action within six months

No probability is given for the three paths.

The other side

If the 2027 budget passes as drafted, agencies could return outlooks to stable, as Fitch's tone suggests [1]. The EUR 16bn of EU money could lift growth to about 2.5% over the medium term (IMF) [3], and lower yields would cut the state's interest bill.
