What changed

Dated, newest first

  1. Likelihood 6 to 5.
  2. Art. 312(4) TFEU: if no MFF regulation is adopted by the end of the previous framework, the last year's ceilings are extended until it is [11]
  3. Likelihood 5 to 6; Impact 6 to 5.
  4. Commission acknowledges EUR 70bn missing from Ukraine's 2027 budget; Zelensky says the war will cost EUR 155bn next year; special summit 26-27 Nov [6]
  5. European Council of 15-16 Oct 2026 remains committed to Ukraine's pressing needs and awaits an updated Commission and IMF assessment [5]
  6. Negotiating box of 10 Oct 2026 brackets up to EUR 88.869bn (2025 prices; EUR 100.0bn current prices, the Commission's figure) for a Ukraine Reserve 2028-2034, above the ceilings with an annual ceiling of EUR 13.5bn, plus headroom-guaranteed loans and a possible Support Loan interest subsidy beyond these amounts [3]
  7. Ukraine Facility up to EUR 50bn for 2024-2027; bonds issued until end-2027; eighth payment EUR 2.9bn on 2 Oct 2026; over EUR 32bn under the Ukraine Plan [2]

Why it matters

Both main EU money lines for Ukraine end in 2027: the EUR 90bn Support Loan (2026-27) and the EUR 50bn Ukraine Facility (2024-27). Money for 2028 on is meant to come from a Ukraine Reserve in the 2028-2034 budget, which needs unanimity and Parliament's consent; the last budget was adopted on 17 Dec 2020. Leaders are still looking for EUR 70bn for 2027.

Why Likelihood 5 Pushes: unanimity and Parliament consent, last MFF adopted 17 Dec 2020, bracketed sums, the EUR 70bn 2027 gap first, the Art. 312(4) fallback does not create the Reserve above the ceilings. Brakes: November and December summits, leaders' commitment, the 2026-27 loan adopted within months.

Why Impact 5 Threshold case: a delay past 25 Oct 2027. Ukraine and the EU bloc; months; other donors only at high cost, partners asked to cover the 2027 gap. No Canadian figure sourced.

Channels 5 on the card

  1. CanadaNo Canadian loss sourced; calls on G7 partners would rise (Strature's view).
  2. Ukraine's budget2028 budget and IMF programme rest on pledges, not law (Strature's view).
  3. Defence industryEUR 28.3bn of the EU loan went to defence in 2026 [1]; a gap would put 2028 orders on hold (Strature's view).
  4. EU borrowingFacility bonds stop at end-2027 [2]; a late MFF delays EU bond supply (Strature's view).
  5. Sanctions and reservesPressure to use the immobilised Russian reserves revives.

Three scenarios and their signposts

  1. S1

    Early deal

Leaders agree the MFF in December 2026 or spring 2027 and the acts pass by summer 2027.

  2. S2

    Bridge act

The MFF slips, but the solution for 2027's EUR 70bn also covers 2028.

  3. S3

    Late budget

As in 2020, the MFF is adopted in December, after this card's date.

S2a Commission proposal that names 2028 before 31 Mar 2027
S3no MFF agreement by the June 2027 European Council

The other side

An act adopted early would give Ukraine and European suppliers seven years of planned money [2][3], which neither the yearly loans nor the 2024-2027 Facility [2] gave (Strature's view); reconstruction of energy and transport networks under the Reserve opens work for European firms [8].
