Italy's 2026 deficit misses 3% and the EU procedure stays open

The test Eurostat's spring 2027 notification (due by April 2027) puts Italy's 2026 general government deficit at 3.0% of GDP or more, so the procedure cannot be closed on the 2026 outturn.

Dated, newest first

  1. IMF DataMapper (newer than the April WEO; edition not shown): deficit 3.1% of GDP in 2025 and 2.9% in 2026 [1]
  2. 2025 deficit EUR69,736m, 3.1% of GDP of EUR2,265,003m; debt EUR3,097,093m, 136.7%; no Eurostat reservations [3]
  3. DPFP 2026: deficit 2.9% in 2026 in current-legislation and programme figures (EUR68,032m on current legislation), 3.4% in 2027 and 3.2% in 2028 with the escape clause (0.3% of GDP each for defence and energy in 2027 and 2028), 2.3% in 2029 [5]
  4. Commission spring forecast (21 May 2026) and OECD June forecast 2.9% for 2026; IMF April 2.8% [5]
  5. Exit needs the outturn below 3% and below 3% in the next two years on Commission forecasts; net-of-clause forecasts used only if the state was below 3% in the year before using the clause [5]
  6. Giorgetti: exit could come in 2027; Salvini: surreal that Italy must rely on zero-point mechanisms [8]

Why it matters

Italy has been in the EU's excessive deficit procedure since July 2024. Its 2025 deficit came in at 3.1% of GDP, just above the 3% line, so it could not leave in 2026. The government plans 2.9% for 2026, about EUR1.8bn under the line; if the spring 2027 figure misses again, the plan's higher 2027 and 2028 deficits could keep Italy in the procedure for years.

Why Likelihood 4 Recurring three times in 36 months. Pushes: a margin of about EUR1.8bn (0.08 points of GDP), 2025 missed by a similar margin, yields above plan, Gulf energy risk. Brakes: the government's interest in exit.

Why Impact 4 Key price the BTP-Bund spread (no move sourced).

  • 2025 deficit 3.1% of GDP in the first 2026 notification; debt 137.1% of GDP [2] (22 Apr 2026)

How it spreads

Channels 4 on the card

  1. CanadaNo direct Canadian loss sourced.
  2. Italy's budgetA miss keeps the net expenditure path binding; on the plan as written (3.4% in 2027, 3.2% in 2028, 2.3% in 2029 [5]), exit would not come before spring 2030 (Strature's reading of the DPFP [5]).
  3. Bond marketsBeing in a procedure does not by itself bar the ECB's TPI; a miss mainly costs credibility; no spread move sourced.
  4. The 2027 election and budgetA longer procedure narrows room for pre-election measures.

Three scenarios and their signposts

  1. S1

    Exit on time

The 2026 deficit lands at 2.9% or lower and the Council closes the procedure in 2027.

  2. S2

    Another miss by a decimal

Energy measures, interest costs or revisions push 2026 to 3.0% or more, as 2025 reached 3.1%.

  3. S3

Locked in by the escape clause

After a miss, the planned 3.4% and 3.2% deficits keep Italy in the procedure to 2030 unless it drops or offsets the clause (Strature's reading).

The signposts of each scenario
PathSignpost
S1Istat's spring 2027 notification below 3.0%
S2Commission opinion on the draft budget, due by 30 Nov 2026
S3The 2027 budget law's final 2027 deficit, voted by late December 2026

No probability is given for the three paths.

The other side

A clean exit in 2027 [8] would let Italy use its defence and energy clause without the procedure. The deficit has already narrowed from 8.1% of GDP in 2022 to 3.1% in 2025 [3].
