Why it matters
North Korea has turned its side of the border into a fortified line: Seoul's military estimates it planted about 960,000 mines there since 2024. On 21 September a mine blast in the western DMZ injured three South Korean soldiers, two seriously; Seoul's military found North Korean mines to blame, and the UN Command found that placing them violated the Armistice; Pyongyang denied it. Kim Yo-jong has threatened merciless retaliation if the South fires on North Korean troops (reported 1 October). The risk is a death from such a clash; this card found none in the last 36 months.
Why Likelihood 3 Near misses in 36 months: 17 crossings of the demarcation line in 2025 (Yonhap), against two incidents found in 2026 (the August crossing and the 21 Sep blast); the count is not rising, though the blast was the more serious.
Why Impact 3 Threshold case one death, then protests and no further fire. Key price USD/KRW, no move sourced.

Three scenarios and their signposts
- S1
Tense, no deaths
Mine blasts and warning shots go on without a death; Seoul's UN step stays at statements in General Assembly committees.
- S2
A deadly incident, contained
A mine or an exchange of fire kills a soldier; both sides stop short of more.
- S3
Talks reduce the risk
A Trump-Kim meeting or inter-Korean contact leads to joint marking of the line, which Seoul has proposed.
| Path | Signpost |
|---|---|
| S1 | A UN Security Council statement or letter on the September blast |
| S2 | The North restarts loudspeaker broadcasts or deploys tactical weapons at the border |
| S3 | A meeting at or after APEC in Shenzhen in November 2026 |
No probability is given for the three paths.

The other side
Seoul has proposed that the two Koreas and the UN Command manage the demarcation markers together. If the North answers, a border with clear markers would cut the risk of patrols straying across the line, and could open a channel to Pyongyang where none now works.
