Why it matters

Malaysia has held its subsidised RON95 petrol at RM1.99 a litre for eligible citizens through the Gulf war, at a cost the government now puts at about RM40bn in fuel subsidies a year. The Budget 2027, tabled on 9 Oct 2026, keeps RM1.99 and diesel at RM2.10, and the 2026 deficit has slipped to a projected 3.6% of GDP against a 3.5% target. Brent was US$115.22 a barrel on 20 Oct. The pressure is real, but the government has committed to the price, and a general election is due by February 2028.

Why Likelihood 3 One live driver, the RM40bn fuel subsidy bill and the deficit above target, with Brent at US$115.22 and a lower Petronas dividend. A strong blocker in force: Budget 2027 sets RM1.99, the Prime Minister committed to it, and a general election is due by February 2028; the EIA sees lower oil in 2027. So 3.

Why Impact 4 Key price: the subsidised RON95 pump price. Threshold case RM1.99 to RM2.20, about 10.6% up.

The other facts on file (4)
  • RON95 and diesel subsidies up to about RM4bn a month in March 2026 against RM0.7bn in January; quota cut from 300 to 200 litres from 1 Apr; PM said RM1.99 stays [2] (26 Mar 2026)
  • PM: RON95 subsidies could reach RM24bn by end-2026 if the Iran conflict persists [3] (13 Mar 2026)
  • BUDI95 quota restored to 300 litres from 1 Sep 2026 [4] (30 Aug 2026)
  • Petronas 2026 dividend to government RM20bn, down from RM32bn, on expected Brent US$60-65 [8] (13 Oct 2025)

  2. HouseholdsAbout 10.6% higher pump price for eligible car and motorcycle owners (Strature calculation from RM1.99 [1] to RM2.20).
  3. InflationAn administered-price rise lifts inflation (Strature's view; no pass-through figure).
  4. The budgetCuts the RM40bn fuel subsidy bill and helps the 3.3% deficit target for 2027 [1].
  5. PoliticsA rise before an election due by February 2028 [11] would test a reform the budget calls a national success [1].

Three scenarios and their signposts

  1. S1

    Hold to the election

RM1.99 stays, oil eases towards the EIA path, and the quota absorbs the pressure.

  2. S2

    Quota squeeze

The government cuts the monthly quota again but keeps the price.

  3. S3

    Price step

A second oil shock or a wider deficit forces a step to RM2.20 or more.

The signposts of each scenario
PathSignpost
S1Brent near the EIA's US$84 for 2027
S2A Ministry of Finance notice on the quota
S3A deficit revision above 3.6% or a ministerial review of BUDI95 pricing

No probability is given for the three paths.

The other side

A price step would free part of the RM40bn subsidy bill for cash aid, which the budget raises to RM16bn for 2027 [1]. Holding the budget's RM1.99 [1] protects household spending while oil is high (Strature's view).
