Two separate scales from 1 to 10. Strature never multiplies or merges them.

What changed

Dated, newest first

  1. Elections every fourth year by end of September; members sit four successive years; ministers must apply to resign after a no-confidence vote [2]
  2. Finance committee recommendation by 30 Nov; budget adopted within 2.5 months, not beyond 31 Dec; Storting changes normally under 1%; Revised National Budget by 15 May [3]
  3. Oct 2026 poll average (6 polls): Ap 21.7%, FrP 33.1%, H 13.2%, R 7.9%, Sp 5.4%, SV 4.7%, MDG 4.1% [10]
  4. 2027 budget presented 7 Oct 2026: NOK 608.4bn oil money, 2.7% of the fund [4]

Why it matters

Jonas Gahr Støre's Labour government holds 53 of 169 seats and needs all four other red-green parties to pass a budget. The 2026 budget nearly failed in late 2025, when the Greens walked out over oil and the Socialist Left stayed out over the oil fund, before a deal on 3 December. The Storting cannot be dissolved, so a fall would bring a new government from the same parliament, not an early election.

Why Likelihood 3 The score reflects the Nov-Dec 2025 near miss. Pushes: Labour needs all four partners; 2026 budget lacked a majority for four days; diverse partners; Labour 6.3 points below its result; a partner already left once over EU energy rules.

Why Impact 4 Threshold case: a new government in the same Storting. No key price moves by a sourced amount; Storting budget changes.

The other facts on file (5)
  • 2025 seats: Ap 53, FrP 47, H 24, SV 9, Sp 9, R 9, MDG 8, KrF 7, V 3 (169); votes Ap 28.0%, FrP 23.8% [1] (Sep 2025)
  • 29 Nov 2025: Ap, Sp and Red agreed the 2026 budget; MDG walked out over oil; SV stayed out but did not formally withdraw [5] (29 Nov 2025)
  • 3 Dec 2025: five-party deal; transition commission to report no later than the 2027 Revised National Budget [7] (3 Dec 2025)
  • Reuters: SV dropped divestment from all Israeli companies; MDG dropped a 2040 oil phase-out; Bergh: a very diverse group [8] (3 Dec 2025)
  • 30 Jan 2025: the Centre Party left the Støre government over the EU's fourth energy market package; Støre stayed on as prime minister [12] (30 Jan 2025)

Channels 3 on the card

  1. Oil and gas policyA new government would set licensing and exploration policy (Strature's view).
  2. The budget and the fundA mid-budget fall delays rather than upends spending (Strature's view).
  3. EuropeA change of office does not touch gas flows to the EU (Strature's view).

Three scenarios and their signposts

  1. S1

    Muddle through

The five parties agree each budget late, as in December 2025.

  2. S2

Crisis averted by a cabinet question

Talks break down and Støre puts a cabinet question; the support parties back down.

  3. S3

    Fall

A budget or oil vote is lost and Støre resigns; a new minority government forms in the same Storting.

The signposts of each scenario
PathSignpost
S1Five-party deal before the 30 Nov 2026 committee report
S2A cabinet question announced in December 2026
S3A lost vote on the transition commission's proposals after it reports by May 2027

No probability is given for the three paths.

The other side

A short crisis can bring clarity: the December 2025 deal [7] produced a commission to plan for falling oil and gas output, which can guide investment and jobs. A stable path to the 2029 election [2] keeps Norway's gas and fiscal policy predictable for its European buyers (Strature's view).
