President's vetoes block Poland's defence money or 2027 budget revenue

The test Between 26 Oct 2026 and 25 Oct 2027, President Nawrocki vetoes, or refers to the Constitutional Tribunal instead of signing, a law other than the budget act itself that funds Polish defence (such as a SAFE or other defence-finance law) or a tax or revenue law that the Finance Ministry counts in the 2027 or 2028 budget.

What changed

Dated, newest first

  1. Governing clubs hold 239 of 460 Sejm seats, 37 short of 276 [9]
  2. About EUR 20bn of unused SAFE money could return to the EU pool in the coming weeks; the government discusses a bid for more [4]
  3. 2027 budget bill: defence PLN 198.1bn, 4.51% of GDP incl. the Armed Forces Support Fund; deficit cap PLN 281.2bn; first reading 237 against rejection, 198 for; Sejm vote on Senate amendments 15 Jan 2027 [13]
  4. Windfall tax referred to the Tribunal in July; after a second Sejm vote Nawrocki said on 1 Oct he would sign it; expected yield about PLN 4bn [7]

Why it matters

President Karol Nawrocki vetoed the law on Poland's EUR 43.7bn share of the EU's SAFE defence loans on 12 Mar 2026, and by a Finance Ministry estimate reported on 26 Aug six of his vetoes may cost PLN 8.04bn of 2026 revenue; the largest item, the PLN 3.8bn fuel windfall tax, he agreed on 1 Oct to sign. The government lacks the three-fifths of the Sejm needed to override him. He cannot veto the budget act itself, so the risk is another veto, or a court referral, on a defence-finance or revenue law before the autumn 2027 election.

Why Likelihood 6 Pushes: a record 37 vetoes by June 2026 (more than 40 by late August as reported, low confidence), no three-fifths override majority, an autumn 2027 election, a possible bid for more SAFE money.

Why Impact 4 Threshold case one veto of a revenue or defence-finance law.

The other facts on file (7)
  • Nawrocki vetoed the law on Poland's EUR 43.7bn SAFE allocation, the largest of any member state [1] (12 Mar 2026)
  • Government plan B routes SAFE money through BGK and the Armed Forces Support Fund; PLN 7.1bn for police, border guard and services cannot be routed to them (reported); no VAT exemption [2] (13 Mar 2026)
  • Poland signed its SAFE agreement in May and received EUR 6.6bn pre-financing, 15% of its allocation [3] (29 May 2026)
  • 37th veto, a record; Kwasniewski issued 35 in ten years; alcohol and sweet-drink tax rises vetoed in Dec 2025 [5] (12 Jun 2026)
  • Finance Ministry calculation (reported): six vetoed bills may cost PLN 8.04bn of 2026 revenue, windfall tax PLN 3.8bn; the windfall tax was later approved (1 Oct) [6] [7] (26 Aug 2026)
  • Override needs a three-fifths majority of MPs voting, with half present (Art. 122(5)); the president must sign the budget within 7 days or refer it to the Tribunal (Art. 224) [8] (2 Apr 1997)
  • If referred, the budget takes effect until the Tribunal rules; the 2027 draft gives the Tribunal no money [12] (31 Aug 2026)

How it spreads

If

Between 26 Oct 2026 and 25 Oct 2027, President Nawrocki vetoes, or refers to the Constitutional Tribunal instead of signing, a law other than the budget act itself that funds Polish defence (such as a SAFE or other defence-finance law) or a tax or revenue law that the Finance Ministry counts in the 2027 or 2028 budget.

Channels 4 on the card

  1. CanadaNo direct Canadian loss sourced.
  2. Public financesEach blocked revenue law widens a deficit the government puts at 7.1% of GDP in 2026 and 2027 [11]; Moody's cited the standoff in its 18 Sep downgrade [10].
  3. DefenceA veto of a further SAFE or defence-finance law would slow spending of loans plan B already constrains; the 2027 budget bill plans PLN 198.1bn for defence, including the Armed Forces Support Fund [13].
  4. The EUPoland is the largest SAFE borrower; an unspent or returned share shifts money to other states.

Three scenarios and their signposts

  1. S1

    Trench warfare

More tax and finance vetoes; the government routes around them.

  2. S2

    Truce on money

Nawrocki signs revenue and defence laws, as he did the windfall tax on 1 Oct.

  3. S3

    Defence blocked

He vetoes a law for a second SAFE allocation.

The signposts of each scenario
PathSignpost
S1A veto of any 2027 revenue law before the 2027 budget takes effect
S2No finance veto for six months
S3The government applies for more SAFE money

No probability is given for the three paths.

The other side

A fiscal deal between president and government would lift a drag that Moody's named. Firms that win SAFE contracts gain wherever the money is spent; the coalition says most of it stays in Poland.
