Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.
Two separate scales from 1 to 10. Strature never multiplies or merges them.
Why it matters
Chinese and Philippine ships meet at Scarborough Shoal often and water cannon has become a regular tool (Strature's view); in July 2026 Manila said China used it on two days running. In August 2025 a Chinese cutter chasing a Philippine ship hit a Chinese destroyer and was called unseaworthy; China later listed two coast guard members who died in August 2025 as martyrs. A repeat is a real tail risk; at its threshold it stays a local crisis.
Why Likelihood 4 Pushes: water cannon Sep 2025 and Jul 2026; 10-12 CCG ships; the barrier; the August 2025 collision as a precedent in 36 months. Brakes: the US treaty; no source shows an even contest, so not 5.
Why Impact 3 Threshold case: one ship disabled, no death: one region, repair and patrol costs only, below US$1bn (estimate), weeks.

Three scenarios and their signposts
- S1

- S2
A disabling clash
A ramming or collision leaves a ship disabled or someone dead.
- S3
A managed lull
Both sides cut patrols around regional summits.
| Path | Signpost |
|---|---|
| S1 | water cannon reported again by 31 Jan 2027 with no casualties |
| S2 | a Chinese barrier or nature-reserve patrol rule enforced against Filipino fishers |
| S3 | no PCG report of water cannon at the shoal between 1 Nov 2026 and 30 Apr 2027 |
No probability is given for the three paths.

The other side
Each incident has drawn the Philippines closer to partners: Canada's visiting-forces agreement passed the Philippine Senate unanimously on 11 Aug 2026 [6]; for Canada the deal opens more defence work in the region (Strature's view).
