What changed

Dated, newest first

  1. 2027 deal agreed 23 Oct 2026 in Istanbul: cod 325,000 t (+14%, Norway 156,997 t), haddock 180,336 t, Greenland halibut 21,000 t, beaked redfish 67,090 t; harvest rules extended five years. [1]
  2. USD/NOK 9.3509 on 23 Oct 2026. [9]
  3. 2026 cod quota 285,000 t, lowest since 1991. [8]

Why it matters

Norway and Russia agreed on 23 Oct 2026 to a 2027 Northeast Arctic cod quota of 325,000 tonnes, up 14%, even though Norway kept its July 2025 sanctions on two Russian fishing firms. Russia threatened in 2025 to close its zone to Norwegian boats and set quotas on its own, and did not do it. A break would end 50 years of joint management of the Barents Sea cod stock [1].

Why Likelihood 3 Repeated threats on the record and the listing stays; brakes are the 2027 deal, Russia's interest in western Barents access and a five-year extension of harvest rules. Likelihood scores the zone closure limb, Impact the two-quota limb.

Why Impact 4 Russia setting its own quota for one joint stock: one region and one major good; Norway's cod exports NOK 12.7bn, about US$1.4bn (estimate); one to three years until a new sharing deal; other whitefish at modest cost.

The other facts on file (6)
  • Joint working group advice: 2027 cod catch should not exceed 312,667 t; low recruitment. [2] (26 Jun 2026)
  • Norway sanctioned Norebo JSC and Murman Seafood on 7 Jul 2025: ports, territorial waters and licences barred. [3] (7 Jul 2025)
  • Russia summoned Norway's charge d'affaires on 29 Jul 2025 and said the listing breaks bilateral fisheries agreements. [4] (30 Jul 2025)
  • Shestakov's one-month ultimatum to close Russia's EEZ to Norwegian vessels, Aug 2025. [5] (27 Aug 2025)
  • Ultimatum reported with expert view that the threats must be taken seriously. [6] (3 Sep 2025)
  • Norwegian seafood exports NOK 181.5bn in 2025; cod NOK 12.7bn (+9%), of which fresh cod NOK 2.8bn (38% farmed), frozen cod NOK 3.2bn, cod clipfish NOK 3.5bn. [7] (6 Jan 2026)

Three scenarios and their signposts

  1. S1

    Grumbling cooperation

Russia protests but the commission keeps working; the 2028 quota is agreed in autumn 2027.

  2. S2

    Zone closure

Russia closes its zone to Norwegian vessels but keeps a joint quota.

  3. S3

    Two quotas

Russia sets its own 2028 cod quota and the joint regime ends.

The signposts of each scenario
PathSignpost
S1A commission session date announced for autumn 2027
S2A Russian government decree on access for Norwegian vessels
S3No 2028 agreement by end-December 2027

No probability is given for the three paths.

The other side

The deal shows both sides still value the regime: Russia agreed despite the listing because the western Barents Sea holds the largest fish [1]. Næss called it the first cod quota increase in six years [1]; it lifts landings and processing jobs in northern Norway.
