Romania limits power to consumers in a supply crisis
The test Between 28 Oct 2026 and 27 Oct 2027, electricity consumption in Romania is limited in tranches under the crisis consumption-limitation rules (planned cuts to consumers, industrial users at peak hours included) on at least one day, as reported by the grid operator, the Ministry of Energy or two news sources.

What changed
Dated, newest first
- Bușoi: forced to shut both reactors; first stopped end of July, second 13 Aug; at least one could reopen in early November (28 Oct, as a former state secretary) [3]
- Grid operator forecasts no secure restart in November; crisis state extended to end November; coal 900-1,200 MW; wind as low as 50 MW; low adequacy; peak risk 17:00-21:00; measures in priority order ending with tranche limits, industrial users cut at peak after notice; Bulgarian unit off to 19 Nov, Temelin unit to mid-December, Paks at 100-500 MW [2]
- Two 700 MW units; Unit 2 shut 13 Aug for low Danube flow; Unit 1 not restarted since about three weeks after early-July reconnection; revised budget assumes restart of both on 1 Nov; gross profit 41.5% below budget; 261m lei extra market purchases [1]
- Bușoi: far from the minimum reopening level; adequacy problem in evening hours; large industrial users not limited so far; tight day in September [4]
Why it matters
Both 700 MW reactors at Cernavodă, Romania's only nuclear plant, have been shut since 13 Aug 2026 because the Danube is too low to cool them. The grid operator's forecasts give no secure restart in November, and the government has extended the energy crisis state to the end of November. The last of the operator's emergency steps is to limit consumption in tranches, under which industrial users can be limited at evening peak after prior notice. Romania has so far avoided limiting large industrial users.
Why Likelihood 4 Pushes: both units out with no secure restart; low hydro and short coal stocks; regional nuclear outages. Brakes: four steps before any consumer cut; 4,000 MW of interconnection; weak demand; a 1 Nov restart was planned, though the grid operator's forecasts of 23 Oct doubt it.
Why Impact 4 Threshold case: one evening of tranche limits on industrial users.
The other facts on file (2)
- Cross-border capacity about 4,000 MW; Rovinari 4 330 MW in reserve; appeal for responsible consumption, especially 19:00-23:00 [5] (12 Aug 2026)
- Danube at Baziaș 1,600 m3/s on 31 Jul against a normal July average of 4,700, later 1,500; carmaker stops cut demand about 200 MW; ING calls the shock stagflationary [6] (7 Aug 2026)

Three scenarios and their signposts
- S1
Restart in time
Rain lifts the Danube and one unit returns in November or December.
- S2
Tight winter
Both units stay out into December; exports are cut but no consumer is limited.
- S3
Cuts
A cold, still evening with low imports forces tranche limits on industry.
| Path | Signpost |
|---|---|
| S1 | The crisis state is not extended past 30 Nov |
| S2 | The operator cuts export capacity |
| S3 | The operator gives industrial users prior notice |
No probability is given for the three paths.

The other side
The crisis is speeding up storage: Bușoi, a former state secretary, said on 28 Oct that battery storage would probably reach 2,000 MW next year, against about 1,000 MW now [11]. Cooling fixes approved in August, dredging and a groyne to steer water to the plant's intake [8], would cut the risk of repeat summer shutdowns.
