  2. State crude stock about 8m bbl at Saldanha, about 13 days; Sasol Secunda about 150,000 bbl/d of coal-based fuel [9]

Why it matters

The coastal wholesale price of 500ppm diesel was R31.08 a litre in October 2026, up from R17.70 in March, a rise of about 76% since March. South Africa imports most of its fuel, and the Gulf is a main source of crude for the refiners that supply South Africa (Strature dossier). Brent was near USD 115 on 28 Oct 2026. A levy cut lowers pump prices from 4 Nov, but it ends on 5 Jan 2027.

Why Likelihood 5 Brakes: the price must rise about an eighth from October; two levy cuts in 2026; Qatari mediation; UBS sees Brent holding, not rising. Sources split: open contest, 5.

Why Impact 5 Key price: 500ppm coastal wholesale diesel, R/litre. Threshold case: one adjustment at R35.00, 12.6% above October.

The other facts on file (2)
  • Local refineries cover about 30-40% of demand after 260,000 bbl/d closed; import lead times 21-42 days, +14 via the Cape; draft policy gazetted July 2026 targets 36m bbl [2] (16 Jul 2026)
  • Diesel 67% of refined fuel imports in 2023, 12.8bn litres [3] (14 Oct 2024)

Three scenarios and their signposts

  1. S1

    Relief holds the line

Oil stays near USD 110 and relief bridges the holiday; diesel stays near R30-32.

  2. S2

    The line is crossed

A renewed campaign lifts Brent and the rand weakens after relief ends; the January or February adjustment passes R35.

  3. S3

    Easing

A Gulf deal brings oil down and diesel falls back towards R25.

S2Brent above USD 115

The other side

Sasol's Secunda plant makes about 150,000 barrels a day of fuel from coal, a buffer few importers have (Daily Friend) [9]. High prices strengthen the case for the strategic stocks policy [2]. Cape route traffic may lift Durban and Cape Town bunkering (Strature dossier) [4].
