Why it matters

On 28 August the US Treasury proposed to cut the five UAE branches of an Egyptian bank off from US correspondent accounts, saying they processed about US$1.8bn for 103 companies that may belong to Iranian shadow-banking networks. Comments closed on 1 October and no final rule has been published; the proposal is not final and the bank has not been charged with any offence. Treasury has taken Iran actions almost weekly since, and in its last comparable case a final rule came five months after the proposal. The UAE itself has cut trade with Iran and barred Bank Melli.

Why Likelihood 6 Pushes: a pending proposal with comments closed, the five-month Huione precedent, near-weekly Iran actions naming Dubai. Brakes: the UAE's own action on Bank Melli and trade, a finding limited to one branch network, possible US-Iran talks, no final rule yet.

Why Impact 4 Threshold case one UAE-licensed institution cut off; no size for an SDN listing was found, so both limbs use the one sourced figure.

The other side

The UAE's quick break with Iran shows its regulator can act first; a clean bill from US Treasury would strengthen Dubai's case as a compliant financial centre. Banks with strong controls gain clients that leave weaker ones.
