What changed

Dated, newest first

  1. NYT, as relayed by France 24 and citing unnamed officials: strikes on Iran planned for after the midterms (unconfirmed) [9]
  2. US President: no attack on Iran before the midterms; blockade stays [8]
  3. IMF: UAE real GDP -3.9% in 2026, +7.7% in 2027 [15]
  4. UAE central bank barred Bank Melli from operating in the UAE on 23 Sep [3]

Why it matters

Iran fired missiles and drones at the Gulf states often in the month after the 28 February 2026 strikes on Iran, as reported. In March a drone strike shut the UAE's Ruwais refinery, and debris from an intercepted drone caused a fire that halted some Fujairah oil loadings (Reuters); Iran did not claim either hit. On 18 August the UAE said Iran fired two ballistic missiles at it; the same day it halted all trade and financial dealings with Iran. France 24, relaying a New York Times report citing unnamed officials, said on 22 October that strikes on Iran were planned for after the 3 November US midterms; this is unconfirmed. Strature's register puts a renewed US or Israeli strike by 20 November at 61%. Iran's answer could land on UAE ports and plants again.

Why Likelihood 4 Pushes: reported post-midterm US strike plans, Iranian fire at the UAE in July and August, the UAE's trade halt and Bank Melli ban. Brakes: the President's no-strike pledge to the midterms and talks, his record of cancelling plans, no damage from the July and August fire, the 24-hour test.

Why Impact 4 Threshold case one site stopped for a day or more.

Three scenarios and their signposts

  1. S1

    Quiet blockade

The US keeps the blockade without new strikes and talks continue; Iran does not fire at the UAE.

  2. S2

    Round two

A US or Israeli strike after the midterms brings Iranian fire on Gulf hosts of US forces, and a UAE terminal or refinery stops for days.

  3. S3

    Strike, no UAE site halted

A renewed US or Israeli strike on Iran brings Iranian missiles or drones at the UAE, but air defences hold and no UAE site stops for 24 hours, as in July and August.

The other side

Jebel Ali came through the spring undamaged [12]; Ruwais was back at full capacity by about late July [18]. A second bypass line in 2027 would cut the UAE's exposure to Hormuz [14], and Dubai's overland routes served neighbours' cargo during the closure [17].
