What changed
Dated, newest first
- IEA: the UAE drove non-OPEC+ increases in September [7]
- IEA: world supply 100.7 mb/d in 2026, down 5.8 mb/d on 2025, and rising 7.7 mb/d in 2027; any eventual surplus would emerge in 2027; Hormuz flows 10.9 mb/d in September [7]
- UAE output 3.917 mb/d in September 2026, up 86 kb/d (OPEC MOMR via Interfax; basis not stated) [1]
- Seven OPEC+ countries kept November levels unchanged; Saudi Arabia 10.5 mb/d [6]
- EIA: Brent US$105 in 4Q26, US$84 in 2027, US$74 in 4Q27; most Gulf output back by end-2Q27 [8]
Why it matters
The UAE left OPEC and OPEC+ on 1 May 2026. Its last OPEC+ quota, for April, was 3.429 mb/d; in September it pumped 3.917 mb/d, by OPEC's figures as relayed by Interfax. The IEA, whose estimates run higher, put June at a record 4.1 mb/d. Its stated capacity is 4.85 mb/d, with a target of 5 mb/d by 2027. With no quota and Gulf output due back by mid-2027, three months above 4 mb/d is within reach. This is a risk scenario, not a price forecast or a view on any oil contract or security.
Why Likelihood 6 Pushes: OPEC's figures near 3.8-3.9 mb/d since June, the IEA's higher estimates (4.1 mb/d in June) also count, no quota, capacity 4.85 mb/d, the IEA naming the UAE as the source of non-OPEC+ growth, most Gulf output back by end-2Q27.
Why Impact 4 Threshold case three months just above 4.0 mb/d, about 0.57 mb/d above the April quota (0.6% of world supply).

How it spreads

- CanadaExtra Gulf barrels in a 2027 surplus [7] would weigh on the price Canada gets (Strature's view).
- Oil supplyOutput of 4.0 mb/d (the threshold) would be about 0.57 mb/d above the April quota, 0.6% of 2026 world supply (Strature arithmetic) [3][7].
- OPEC+ cohesionA former member pumping freely weakens restraint if prices fall in 2027, as the EIA expects [8] (Strature's view).
- Gulf budgetsThe UAE gains volume; producers under quotas lose share (Strature's view).

Three scenarios and their signposts
- S1

The UAE edges up as Hormuz reopens but stays near 4 mb/d.
- S2
Open taps
Hormuz flows recover and the UAE runs near capacity, above 4.5 mb/d, as prices fall.
- S3
Shut in again
A renewed strike on Iran cuts Gulf exports and UAE output falls back.

The other side
More UAE barrels in 2027, when the IEA expects world supply to rise 7.7 mb/d after a 5.8 mb/d fall in 2026 [7], would lower prices for importers, Canada's fuel buyers included (Strature's view). For the UAE, the IMF's forecast of 7.7% growth in 2027 after a 3.9% fall in 2026 rests on volumes coming back [10].
