What changed
Dated, newest first
- No BOE order on controls for arrivals from Italy after 6 Oct 2026, checked to 26 Oct [11]
- Italy notified checks on all internal air and sea borders with Spain: 1 Aug-1 Sep, 1-16 Sep, 16 Sep-1 Oct, 1-16 Oct, 16-23 Oct 2026 [5]
- Sanchez and Meloni agreed at the 15-16 Oct European Council (announced 16 Oct) to work towards removing the checks; Italy renewed one week to lapse together [10]
- France controls all internal borders incl. Spain and Italy 1 Nov 2026-30 Apr 2027; Sweden and Austria cite Ceuta [5]
- Spanish extensions to 22 Sep, 7 Oct and 22 Oct 2026; each lapses on its end date; extension needs a new reasoned decision [4]
Why it matters
After the Ceuta crossings of late July, Italy checked air and sea arrivals from Spain from 1 Aug 2026, and Spain answered with checks on arrivals from Italy from 8 Aug. After a first month, both renewed them in 15-day steps until the two leaders agreed at the European Council of 15-16 Oct (announced 16 Oct) to work towards removing them. Spain's last order ran to 24:00 on 22 Oct and no new order appeared in the official gazette by 26 Oct; Italy's last notified period ran to 23 Oct. The risk is that the row returns.
Why Likelihood 4 Pushes: Ceuta pressure, Italy's habit of renewing controls, Piantedosi's 13 Aug condition, Italy's 2027 election. Brakes: the 16 Oct leaders' deal, the Commission's view of no secondary movements, self-lapsing Spanish orders.
Why Impact 3 No key price moves; threshold case is random passenger checks on one route.
The other facts on file (5)
- Italy announced the suspension of Schengen free movement with Spain on 30 Jul 2026 after thousands entered Ceuta; formal approval 31 Jul [1] (1 Aug 2026)
- Order INT/846/2026 restored Spanish checks on passenger flights and sea links from Italy for 30 days from 8 Aug 2026 (Arts 25-27 Schengen Borders Code) [2] (9 Aug 2026)
- Frontex: 66,328 central Mediterranean detections in 2025 vs 19,403 western; about 11,600 vs 7,100 in Jan-May 2026 (as cited by Spain) [2] (9 Aug 2026)
- Piantedosi: checks lifted only once risks ruled out; 3 arrests and 21 refusals since checks began [7] (13 Aug 2026)
- 5,681,150 tourists from Italy to Spain in 2025 (provisional), fourth source market [12] (3 Feb 2026)

- S2
Second round
A new mass crossing at Ceuta or Melilla brings Italian checks back within days.
- S3
Campaign border
Checks return as an election issue in Italy before its 2027 vote.
| Path | Signpost |
|---|---|
| S1 | No Spain or Italy entry on the Commission notification list by 31 Jan 2027 |
| S2 | An Italian notification 'with Spain' on the Commission list |
| S3 | A minister's statement setting a date or condition for new checks |

The other side
The 16 Oct deal [9] shows that leaders can end a Schengen row within twelve weeks [5][9], and ministers are to discuss alternative cooperation measures [10]. In Strature's view, a joint Spain-Italy plan on returns and external-border patrols would cut the case for new checks and reassure airlines and ferry lines.
