A month-long stop in EU copper smelting or refining

The test Between 26 Oct 2026 and 25 Oct 2027, an unplanned outage (fire, explosion, equipment failure), a strike or lockout, or a lack of copper concentrate halts primary copper smelting or copper refining at a site in the EU for at least 30 days in a row, as reported by the operator or by two independent news sources. A stop that began before 26 Oct 2026, such as the Swedish refinery halted since June 2023, does not count. The score reads a supply event for the EU's copper chain and its buyers, Canada among them. It is not a view on any company, its operations or its shares, and not a basis for trading or investment.

Why it matters

The EU imported 850,503 tonnes of refined copper (EUR 7.63bn) and 3.52 million tonnes of copper ores and concentrates (EUR 9.68bn) from outside the EU in 2025. Its smelters compete for concentrate in a market where miners now pay smelters little or nothing: in October 2026 a Chilean miner was paid more than US$300 a tonne to have concentrate processed, a negative treatment charge. One Swedish smelter has made no cathodes since a fire in June 2023 and ships anodes to refiners in Belgium, Finland and Canada. The risk is a stop of a month or more at any EU copper smelter or refinery.

Why Likelihood 4 Pushes: negative treatment charges squeeze smelter margins and feed (minus US$300 or more a tonne in Antofagasta's October 2026 tenders); Q2 2026 ramp-up issues at the Swedish smelter; the new tankhouse connection in H2 2026; the 2027 Swedish bargaining round; the event covers every EU site.

Why Impact 3 Key price LME copper (US$13,329/t in Q2 2026, Boliden's Q2 report). Threshold case one EU site stopped for 30 days; for the Swedish smelter about 22,200 t of anodes, at most about US$0.3bn (Strature calculation). Canada at most one channel.

The other facts on file (10)
  • Rönnskär cast 266,379 t of copper anodes in 2025 and no cathodes (Strature sum of quarterly data); 62,250 t in Q2 2026 vs 74,060 t in Q2 2025, with ramp-up issues after maintenance [1] (21 Jul 2026)
  • Boliden's Q2 report: LME copper averaged US$13,329/t in Q2 2026, up 40% on a year [1] (21 Jul 2026)
  • Fire of 12-13 June 2023 burned down the Rönnskär electrolysis plant and halted all production [3] (13 Jun 2023)
  • Production partly resumed 24 June 2023; all other lines from 13 July 2023 [4] (20 Jul 2023)
  • SEK 4.8bn new 230 kt tankhouse approved 18 Mar 2024 [5] (18 Mar 2024)
  • Tankhouse 60% complete as of November 2025, on track, ramp-up during H2 2026 [2] (5 Dec 2025)
  • Canada has one primary copper smelter and refinery, in Quebec; Sweden supplied 7% of Canada's copper imports in 2024 [11] (5 Jan 2026)
  • Sweden's industrial agreements run 1 Apr 2025 to 31 Mar 2027 [12] (1 Apr 2025)
  • Sweden lost 21,507 working days to labour conflicts in 2025 and 45,717 in 2024 [13] (20 Feb 2026)
  • Boliden expects planned maintenance to cost its smelters about SEK 50m of operating profit in Q4 2026 [1] (21 Jul 2026)

How it spreads

If

Channels 5 on the card

  1. CanadaIf the site is the Swedish anode smelter, Canada loses a feed worth about EUR 97m a month at the 2025 rate (Strature calculation: EUR 1,164.9m a year divided by 12 [7]); Canada imported C$1.56bn of unrefined copper from Sweden in 2025 [10].
  2. EU refiners and fabricatorsA month's stop at one site cuts EU refined output and raises reliance on imports, which were 850,503 t of refined copper (EUR 7.63bn) from outside the EU in 2025 [15].
  3. Belgium and FinlandIf the site is the Swedish anode smelter, refiners in Belgium and Finland lose feed: they took EUR 970.4m and EUR 568.9m of Swedish unrefined copper in 2025 [8].
  4. By-productsSmelters also make sulphuric acid and precious metals; the Swedish smelter made 559,564 t of sulphuric acid in 2025 (Strature sum of quarterly data [1]).
  5. PricesLME copper averaged US$13,329/t in Q2 2026 [1]; one site's month barely moves it (Strature's view).

Three scenarios and their signposts

  1. S1

    Tight but running

EU smelters keep running on contracted concentrate and the Swedish tankhouse starts.

  2. S2

    Unplanned stop

A fire, a failure or a lack of concentrate stops a site for a month. In June 2023 all lines at the Swedish smelter stopped for 11 days and some for a month [3][4].

  3. S3

    Strike after March

The 2027 bargaining round in Sweden fails and smelter workers strike.

The signposts of each scenario
PathSignpost
S1Eurostat monthly extra-EU refined copper imports near the 2025 average of about 70,900 t (Strature calculation from [15])
S2An operator's statement, or two news reports, of an EU smelter or refinery stopped for 30 days
S3A strike notice at a Swedish smelter after 31 Mar 2027

No probability is given for the three paths.

The other side

From the ramp-up in H2 2026 the Swedish smelter should make cathodes again [2][5]. Negative treatment charges show that smelting capacity, not ore, is the scarce link [16], which raises the value of EU smelters that keep running (Strature's view).
