What changed
Dated, newest first
- No WTO dispute against the EU steel regime on the 2025-26 list; latest DS646 of 27 Jul 2026 [5]
- 18.3 million tonnes a year; half reserved for FTA partners; country quotas for 5% import share in 2022-2024 [2]
- Canada's 2025 iron and steel exports to the EU C$1,607.4m [11]
- By 5 Oct 2026, Turkish hot-rolled coil pending 378,822 t against a 160,573 t quarterly quota; China, India, Australia, Taiwan, North Macedonia exceeded categories [4]
- EU-India FTA: India about 1.64 Mt of steel a year free of the 50% duty (946.6 kt existing quota plus 694.9 kt preferential), expected in force by end-2026 [13]
Why it matters
Since 1 Jul 2026 the EU has let in about 18.3 million tonnes of steel a year duty-free, about 47% less than before, and charges 50% above quota. When the fourth-quarter window opened on 1 Oct, Turkish, Chinese, Indian and other quotas filled within five days. The open question is whether a hard-hit partner answers with a WTO case or counter-measures; none has so far.
Why Likelihood 4 Pushes: Q4 quotas filled in five days, US$3bn at risk for Turkish exporters, unresolved compensation talks, new allocations due by 31 Dec 2026. Brakes: many partners provisionally agreed, twelve FTA talks concluded, more than twenty partners in Article XXVIII talks, India's 1.64 Mt FTA quota, no case filed.
Why Impact 4 Key price: EU hot-rolled coil.
