Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.

Two separate scales from 1 to 10. Strature never multiplies or merges them.

What changed

Dated, newest first

  1. Canada CPI September 2026: fuel oil and other fuels +57.8%, gasoline +27.8% year on year [9]
  2. From 16 Oct 2026 diesel levy Rs 8.50, petrol Rs 2.50 (from Rs 0.50) [1]
  3. India reintroduced fuel export taxes in March 2026 and reviews them fortnightly; first used in July 2022, withdrawn about two years later [2]
  4. Wholesale diesel all-time highs around US$220/bbl in mid-September; world gasoil exports 4.7 mb/d in September, nearly 700 kb/d below a year earlier [4]
  5. Diesel sales 7.12 Mt in September 2026, up 4.86% year on year [6]
  6. From 1 Oct 2026 diesel levy Rs 20 to Rs 16 and ATF Rs 15 to Rs 10.50 a litre; levies introduced 27 Mar to protect domestic availability [3]
  7. Petroleum product exports April-August 2026: 21.5 Mt, down 16.3% year on year; earnings US$21.7bn, up 36.5%; August volume down 13.1% (PPAC data) [13]

Why it matters

India taxes its fuel exports instead of stopping them. It brought back export levies on 27 Mar 2026 to protect home supply during the Gulf war, and has cut the diesel levy twice since 1 Oct. A ban, quota or licence rule would be a step change; it would take a second Hormuz shock or shortages at Indian pumps.

Why Likelihood 3 Pushes: diesel tight worldwide, firm home demand, thin crude stocks. Brakes: in the worst months of 2026 India chose levies, not a ban; two levy cuts in October; no dry-outs. A driver exists but is blocked.

Why Impact 5 Threshold case: a cap or halt on diesel exports for 14 days; key price European wholesale diesel, no sourced effect. About US$2bn per 14 days, an upper bound for the threshold halt. One Canadian channel (energy prices).

The other facts on file (2)
  • Petroleum product exports 20.3% of POL production and 11.3% of gross exports in August 2026 [5] (Aug 2026)
  • Petroleum Minister: no dry-outs March to June 2026 [7] (2 Jul 2026)

  1. CanadaHigher world diesel prices on top of a 57.8% rise in Canadian fuel oil prices in the year to September [9].
  2. Europe's dieselA cap removes supply from a world market already short; most Indian gasoil was heading to Europe in autumn 2025 [10].
  3. World pricesDiesel cracks would rise again (Strature's view; no sourced effect).
  4. Indian refiners and budgetLost margins and lost export-duty revenue.

Three scenarios and their signposts

  1. S1

    Levy only

Duties keep moving with cracks and drift towards zero; no quantity curb.

  2. S2

    Duty spike

A winter squeeze sends the diesel levy back above Rs 20, still without a quota.

  3. S3

    Hard curb

A second Hormuz closure cuts crude arrivals and pumps run dry; New Delhi caps exports.

The signposts of each scenario

The other side

While exports flow, Indian refiners earn high margins and the state collects levies; Europe's buyers gain from Indian barrels. A curb would lift prices for other exporters, Canadian refiners among them.
