Why it matters

Poland left the Ottawa Treaty on 20 Feb 2026 and can now lay anti-personnel mines. Its prime minister says mines could go down within 48 hours if a threat emerged, and the defence ministry has opened market talks for four mine types. But the government says it will lay them only facing a realistic threat of Russian attack, and no anti-personnel mine contract has been reported.

Why Likelihood 4 Pushes: exit in force, consultations for four types, Russian incidents, barrier build-out. Brakes: laying only on a realistic threat, no anti-personnel contract reported, production readiness from late 2026.

Why Impact 4 Key measure kilometres mined (none today). Threshold case one mined section.

Three scenarios and their signposts

  1. S1

    Ready, not laid

Mines are bought and stored in depots near the border.

  2. S2

    Laid after a crisis

A Russian or Belarusian incident leads the government to order mines into one sector.

  3. S3

    Laid by plan

Mines become a routine part of East Shield's 2027 build-out.

The signposts of each scenario
PathSignpost
S1An anti-personnel mine contract with no laying order
S2A government statement citing a realistic threat
S3A ministry update naming mined sections

No probability is given for the three paths.

The other side

Surplus mine production could go to allies including Ukraine and the Baltic states, Deputy Defence Minister Pawel Zalewski told Reuters (as recorded by the Landmine Monitor). A ready but unused minefield option may itself deter, which is the government's stated aim.
