Brazil after the vote: a contested result or a fiscal break
The test Between 25 Oct 2026 and 25 Oct 2027, either (a) the losing presidential camp formally refuses to accept the TSE's declared result and the dispute is still open 30 days later, or (b) the US dollar trades above R$5.79 (15% above the 23 Oct 2026 PTAX of R$5.0377, Strature calculation) for a full calendar month after a fiscal or political shock.

Why it matters
Lula da Silva has been re-elected by about 3.6 points over Flávio Bolsonaro, who led the first round 47.03% to 45.16%. Flávio Bolsonaro has not conceded and said he would seek the removal of Lula's ticket; his party, the PL, recognised the result on 26 Oct, and he left for the US on 27 Oct. The dollar rose 9.2% against the real on the first trading day after the vote and fell back on the next. Lula starts his fourth term with debt at 82.87% of GDP, inflation above the ceiling and a 25% US duty on Brazilian goods, with wide exemptions. The risk is a lasting formal refusal of the result, or a budget that breaks the fiscal rule and sends the real down hard.
Why Likelihood 4 Pushes: no formal concession; he left Brazil on 27 Oct against a court order; the dollar's jump after the vote; the disputed election day; the PL's strength in Congress; rising debt.
Why Impact 5 One national economy with spillover through Mercosur, the EU deal and commodity buyers; the event is a 15%+ currency move or a month-long dispute. Canada is exposed on trade, potash and C$24.6bn of investment, but no Canadian flow is stopped.
The other facts on file (36)
- The first round was on 4 Oct 2026 and the runoff on 25 Oct 2026 (TSE election register). [1]
- In the first round Flávio Bolsonaro (PL) took 56,104,503 votes, 47.03% of valid votes; Lula (PT) took 53,879,538, 45.16%; turnout was 78.92% (100% of sections totalled, TSE results file). [33]
- The TSE's results file of 25 Oct at 23:27, with 100% of sections totalled, gives Lula 64,256,232 votes (51.79%) and Flávio Bolsonaro 59,826,041 (48.21%), a gap of 3.57 points or 4,430,191 votes (Strature calculation from the file's vote counts), turnout 80.78%, and marks Lula as elected. [2]
- Agência Brasil had reported Lula re-elected at 21:11 with 51.75% at 98.2% counted. [29]
- The last runoff polls, fielded 23-24 Oct, put Flávio Bolsonaro narrowly ahead in every major series. Datafolha had him at 48-47 (n=4,050, ±2 pts) and Quaest at 46-45 (n=3,702, ±2), both as relayed by Wikipedia's polling table, a low-confidence relay. [3]
- PoderData/Aya had him at 51-49 in valid votes (n=4,000, ±1.6 pts, 23-24 Oct, TSE registration BR-02828/2026). [36]
- Supreme Court Justice Cristiano Zanin extended voting by two hours in the sections still open; the TSE halted the count at 17:06, with 1,225 of 499,248 sections counted, and resumed at 19:00. [4] [5]
- The OAS mission, with more than 90 observers from 23 countries, said it was following reports of cut bus fleets. Lula's coalition said in a filing to the electoral court that only 60% of São Paulo city's buses ran, and Bahia's consumer agency found 544 buses fit to run parked in one company garage in Salvador. [6]
- Agência Brasil found few voters using the extension at the polling places it visited, and the Federal District's regional electoral court said its stations closed at 17:00, before the order reached them. [41]
- Flávio Bolsonaro's PL won 121 of the 513 Chamber seats, the most of any party (PT 70), and 19 of the 54 Senate seats up for election (TSE results files). [34]
- With the 9 senators now in the PL whose terms run to 2031, the PL will hold about 28 of 81 Senate seats from February 2027 (Strature calculation from TSE and Senate open data; party labels can change before then). Lula will face a PL-led bloc in both houses. [34] [35]
- Finance Minister Dario Durigan said on 22 Oct that the 2027 budget still projects a primary surplus. The 2026 package includes a Bolsa Família rise of about 15%, fuel subsidies and fuel tax cuts, Desenrola 3.0 debt buy-backs at discounts of at least 90%, and a proposed constitutional amendment for free transit on weekends and holidays; about R$20 billion is moved inside the 2027 budget bill to pay for part of it, without raising the spending limit. [9]
- On 21 Oct the finance minister said banks may offer up to R$90 billion of old debts in the first Desenrola 3.0 stage, at a maximum cost to the Union of R$9 billion. [39]
- A law sanctioned on 21 Oct forgives more than R$18.7 billion of micro-entrepreneurs' federal debts from 1 Jan 2027. [40]
- Lula's convention pledges put "sovereignty" over rare earths and critical minerals first. [8]
- On 28 Aug Flávio Bolsonaro said he would push an amnesty for his father, Jair Bolsonaro, during a transition, with a pardon for those convicted over 8 January 2023 as the fallback. [7]
- InfoMoney describes Jair Bolsonaro as convicted of attempting a coup; his son disputes the trial. The plan was tied to his own win. [7]
- On the night of 25 Oct Flávio Bolsonaro said the election should have been annulled and that he did not recognise the result (O Povo). [44]
- On 26 Oct Flávio Bolsonaro said he had given up seeking annulment and would instead try to have the Lula-Alckmin ticket removed from office (cassação), alleging abuse of economic power; no filing at the TSE was reported (Jornal de Brasília). [45]
- On 26 Oct the PL said it recognises Lula's victory. On 27 Oct Flávio Bolsonaro flew to the US, arriving in Florida according to a family ally, although Justice Alexandre de Moraes had ordered him to hand over his passports and not to leave Brazil, in a money-laundering inquiry; he denies wrongdoing. A senior State Department official told Reuters that the department will issue visas to him and his family. He has not formally conceded, and no filing at the TSE to remove Lula's ticket was confirmed (Reuters via Investing.com Brasil, medium). [46]
- The dollar fell 4.6% against the real in one trading day after Flávio Bolsonaro's first-round lead (PTAX R$5.2238 on Fri 2 Oct to R$4.9859 on Mon 5 Oct; the real gained 4.8%; Strature calculation). [13]
- On 23 Oct the dollar closed at R$4.993 and the Ibovespa at 205,082.56, up 27.28% in 2026. [11]
- On 26 Oct, the first trading day after the runoff, the PTAX rose to R$5.5007 from R$5.0377 on 23 Oct, a 9.2% rise in the dollar, leaving the R$5.79 line of limb (b) about 5.3% away (Strature calculation). [42]
- On 27 Oct the PTAX eased to R$5.3346, 3.0% below the 26 Oct rate; the R$5.79 line of limb (b) is about 8.5% above it (Strature calculation). [47]
- On 28 Oct it was R$5.3420, little changed; the line is about 8.4% above it (Strature calculation). [47]
- The Selic is 13.75%, down from 15.00% in five 0.25-point cuts since 19 Mar 2026. [12]
- The IPCA-15 ran 4.62% over 12 months to October, above the 4.5% ceiling of the 3% target. [10]
- The market's Focus median (16 Oct) sees the Selic at 13.25% at end-2026 and 12.00% at end-2027, IPCA at 5.22% in 2026, the dollar at R$5.13 at end-2026 and R$5.22 at end-2027, and growth of 1.83% in 2026 and 1.32% in 2027. [15]

- On 16 Sep the Copom cut to 13.75% and said it was watching the de-anchoring ("desancoragem") of longer-term inflation expectations; it projected IPCA at 5.2% in 2026 and 3.9% in 2027. [38]
- The IMF's October 2026 World Economic Outlook has growth of 2.2% in 2026 and 1.9% in 2027. [16]
- General government gross debt reached 82.87% of GDP in Aug 2026, from 77.31% in Aug 2025 and 76.27% in Dec 2024. [14]
- On the IMF's wider definition, general government gross debt is 97.0% of GDP in 2026, rising to 99.3% in 2027 (October 2026 WEO). [16]
- Brent closed at US$116.72 on 23 Oct on fears of a wider Middle East conflict. [11]
- Brazil produced 4.475 million barrels of oil a day in June 2026, up 19.1% on June 2025 (ANP). [24]
- China took US$21.82bn of Brazil's US$43.01bn of crude oil exports in Jan-Sep 2026 (Comex Stat). [37]
Where it sits
How it spreads
Between 25 Oct 2026 and 25 Oct 2027, either (a) the losing presidential camp formally refuses to accept the TSE's declared result and the dispute is still open 30 days later, or (b) the US dollar trades above R$5.79 (15% above the 23 Oct 2026 PTAX of R$5.0377, Strature calculation) for a full calendar month after a fiscal or political shock.
Not under wayChannels 6 on the card
- CanadaBilateral merchandise trade was C$14.7 billion in 2025 (Canadian exports C$3.1 billion, imports C$11.6 billion), and the Canadian direct investment stock in Brazil was C$24.6 billion, up 25% (Global Affairs Canada) [21].
More
Gold was US$3.25bn of Brazil's US$7.25bn of exports to Canada in 2025 (44.8%, Strature calculation) [18][26]. Canada supplied 37.2% of Brazil's potash imports in 2025, US$1.58bn of US$4.24bn, second to Russia at 44.0% (Comex Stat, FOB; Strature calculation) [19]. Foreign Minister Anita Anand said on 14 Jul that Canada and Mercosur would intensify talks with the aim of concluding them "ideally before the end of 2026" (AFP, medium) [22].
- Capital marketsA rise of 15% in the dollar against the real (Strature calculation) [13] would raise the cost of servicing the 82.87%-of-GDP debt [14] and stall the rate cuts the Focus survey expects [15].
- The EU and MercosurThe EU-Mercosur interim trade agreement was signed on 17 Jan 2026 and has applied provisionally since 1 May 2026 [17].
More
EU goods exports to Mercosur were €57 billion in 2024 and the EU's FDI stock there €390 billion in 2023 [17]. A long fight in Brasília could slow ratification of the full partnership agreement and leave the deal on its interim basis (Strature's view).
- The US and ChinaThe US has charged 25% on Brazilian goods under Section 301 since 22 Jul 2026, with most pulp (not high-purity dissolving pulp), potash and Section 232 goods exempt [20].
More
China bought US$99.94bn of Brazil's US$348.28bn of goods exports in 2025 (28.7%, Strature calculation), the US US$37.68bn (Comex Stat) [18]. Exports to the US fell from US$29.37bn in Jan-Sep 2025 to US$27.46bn in Jan-Sep 2026, down 6.5% (Strature calculation) [37]. Brazil exported US$8.94bn of bleached hardwood kraft pulp in 2025, US$4.03bn of it to China and US$1.22bn (13.6%, Strature calculation) to the US [25]. The soy, iron ore and oil flow to China is the larger stake.
- Critical mineralsLula's pledge of control over rare earths and critical minerals [8] matters to foreign miners in Brazil, including Canadian ones.
- Fertiliser and foodA currency shock changes the price of Brazil's soy, sugar, chicken and pulp exports on world markets, and a political one can delay port, rail and power concessions (Strature's view; not quantified here).

Three scenarios and their signposts
- S1
Lula's fourth term, result accepted
The TSE declares Lula the winner and the PL accepts it. Transfers and fuel subsidies grow inside the current rule on paper; debt keeps rising and the Central Bank slows its cuts.
- S2
Lula's fourth term, result challenged
The losing camp cites the two-hour extension and the bus disputes and files challenges against the diploma or the mandate. Certification is slower, protests follow, and the real weakens.
- S3
A fiscal break
The result stands, but spending pledges outrun the rule: the 2027 budget drops its primary surplus, debt passes 85% of GDP and the real falls through R$5.79 for a month.

The other side
A clean result removes the main domestic risk premium; the dollar's 4.6% one-day fall after the first round (Strature calculation) [13] shows how much the market prices on politics. Brazil bought 37.2% of its potash imports from Canada in 2025 [19] and holds C$24.6bn of Canadian direct investment [21]. With the EU deal applying [17] and Canada seeking its own Mercosur deal [22], a settled result keeps those links open while US tariffs bite both countries [20].
