What changed

Dated, newest first

  1. Q4 2026 tariff 28.59 cents/kWh before GST, 31.16 with GST; energy component revised quarterly [2]
  2. Energy commodity prices have risen anew since September and are projected to remain high near term; CPI about 2.0% in 2026, 1.5-2.5% in 2027 [6]
  3. Woodfibre LNG, 2.1 Mtpa near Squamish, B.C., 70% Pacific Energy, 30% Enbridge, service expected 2027 [7]
  4. Q4 2026 household tariff down 10.4% from 31.91 cents/kWh; basis is gas prices in the first 2.5 months of the prior quarter (first 10 weeks, METI); Rystad analyst expects a single-digit Q1 2027 rise [3]

Why it matters

Singapore makes about 95% of its electricity from natural gas, and fuel is about half of the regulated tariff. The household tariff rose 17.0% for July-September 2026 after the Middle East war pushed up gas prices, then fell 10.4% to 28.59 cents/kWh before GST for October-December. MAS said on 14 October that energy prices have risen anew since September, so a fresh jump in 2027 is possible but not the base case.

Why Likelihood 4 Pushes: energy prices rising again since September (MAS), Brent-linked contracts, Qatari supply still out. Brakes: replacement LNG secured to end-2026, an analyst expects a single-digit Q1 2027 rise, MAS names a faster Middle East recovery as a downside risk to energy prices.

Why Impact 4 Threshold case one quarter just over 10%.

The other facts on file (3)
  • Household tariff for 1 Jul-30 Sep 2026 up 17.0% (4.64 cents/kWh) on gas prices of 1 Apr-15 Jun 2026 [1] (30 Jun 2026)
  • About 95% of power from natural gas; fuel about half the tariff; Q2 2026 tariff up 2.1% to about 27 cents/kWh; spot LNG prices doubled, US$11 to as high as US$22/MMBtu; Brent US$71 to US$141/bbl [4] (7 Apr 2026)
  • Qatar about 48% (about 3.2 Mt) of Singapore LNG imports in 2025 (S&P Global Energy CERA data); shipments stopped in April; replacement cargoes cover to end-2026 at higher prices; many contracts linked to Brent [5] (5 Jun 2026)

Three scenarios and their signposts

  1. S1

    Steady

Replacement LNG holds and tariff moves stay in single digits.

  2. S2

    Second spike

A new Gulf disruption or a Brent spike in a pricing window drives a rise above 10%.

  3. S3

    Relief

Middle East output and shipments recover faster and energy prices fall.

The signposts of each scenario
PathSignpost
S1The Q1 2027 revision, due about 31 Dec 2026, rises less than 10%
S2Spot LNG back above US$20/MMBtu during a pricing window (war-time high US$22)
S3Two quarterly tariff cuts in a row

No probability is given for the three paths.

The other side

High Asian gas prices widen demand for Pacific LNG (Strature's view). Woodfibre LNG near Squamish, B.C. (2.1 Mtpa), is 70% owned by Singapore-based Pacific Energy and 30% by Enbridge, with service expected in 2027 [7].
