Canberra steps in again on fertiliser before the 2027 winter crop

The test Between 26 Oct 2026 and 31 Oct 2027, the Australian government announces a new emergency measure on fertiliser supply: a government-backed urea import deal, an allocation rule, or a fertiliser price or freight subsidy.

Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.

Two separate scales from 1 to 10. Strature never multiplies or merges them.

What changed

Dated, newest first

  1. No new fertiliser measure in the EFA newsroom between 16 Jun and 27 Oct 2026 [2]
  2. Hormuz oil flows 10.9 mb/d in September; escalation in attacks threatens recovery [9]
  3. World Bank urea (prill, spot f.o.b. Middle East): US$693.5/t in Apr-Jun 2026, US$399.2 in Jul-Sep, US$407.5 in September; 2025 average US$422.7 [6]

Why it matters

When the Gulf war cut urea supply in 2026, Canberra used its A$7.5bn Fuel and Fertiliser Security Facility to underwrite about 340,000 tonnes of extra urea by mid-June. World urea prices have since fallen back to pre-war levels. Whether Canberra must act again turns on the Gulf before Australia's import season of April to June 2027.

Why Likelihood 5 Pushes: IEA warns of escalating attacks; demand peaks April-June; a cheap tool in place. Brakes: urea back to US$407.5 in September; no new measure since June; Hormuz flows recovering; a WA plant from mid-2027.

Why Impact 4 Threshold case: one government-backed cargo deal of about 100,000 t. Canada gains as a producer.

The other facts on file (7)
  • About 340,000 t of extra urea secured with Incitec Pivot, CSBP and Summit Fertilizer; last three cargoes about 98,500 t; about 1.4 Mt cleared biosecurity since February [1] (16 Jun 2026)
  • 90,000 t in three cargoes with Incitec Pivot and CSBP; 250,000 t from Pupuk; granular urea A$1,430-1,440/t fca Geelong on 7 May, up 72% on pre-war [3] (13 May 2026)
  • Most fertiliser shipments arrive April to June ahead of the winter crop [4] (18 Mar 2026)
  • New WA plant expected to go into production mid-2027, about 2.3 Mt of urea forecast, period not stated (Whitelaw) [5] (13 Apr 2026)
  • Australia ammonia production about 1,500 kt N in 2025; Canada 3,800 kt N; Canada 49% of US ammonia imports 2021-24 [8] (Feb 2026)
  • EFIC Act amendment to let EFA underwrite fuel and fertiliser purchases [10] (28 Mar 2026)
  • A$7.5bn for fuel and fertiliser supply and storage through loans, equity, guarantees, insurance and price support [11] (6 May 2026)

Three scenarios and their signposts

  1. S1

    Market copes

Prices stay near US$400 and importers buy early for 2027; no measure.

  2. S2

    Second scramble

A new Gulf attack lifts prices before April 2027 and Canberra underwrites cargoes again.

  3. S3

    Home supply arrives

The WA plant starts in mid-2027 and cuts the need for imports.

The signposts of each scenario

S2An IEA report of renewed Hormuz disruption
S3First production at the WA plant

The other side

Producers outside the Gulf gain from any squeeze. Canada made 3,800 thousand tonnes of ammonia nitrogen in 2025 and supplied 49% of US ammonia imports in 2021-24 [8]. In Australia, a domestic plant would cut the import need (Strature's view).
