What changed
Dated, newest first
- Likelihood 3 to 4; Likelihood trend down to flat.
- Commission spokespersons gave no date for the 22nd package on 19 Oct 2026 [11]
- US waived Russia sanctions act measures indefinitely; lawmakers condemned the order late on 16 Oct 2026 [7]
- Sanctioned shadow tankers 57% of Russia's seaborne oil, G7+ tankers 40% in Sep 2026; crude 67% and 30% [5]
- Crude price cap US$44.10 since 1 Feb 2026, frozen there by the 21st package; Urals US$90.7, US$23 below Brent in Sep 2026 [5]
- US EIA forecasts Brent at about US$105 in 4Q26 [6]
- 22nd package realistic in November 2026 (Ukrainian official Vlasiuk, 3 Oct 2026); maritime ban not mentioned [10]
Why it matters
The EU wrote a full ban on services for Russian oil into its 20th package on 23 Apr 2026 but left it switched off until the Council decides, in step with the G7. Greece and Malta threaten a veto without a G7 deal, and Washington is easing. If switched on, the 40% of Russia's seaborne oil still on G7+ tankers would have to find other ships.
Why Likelihood 4 Pushes: Commission still backs it, Nordic and Baltic pressure, legal text ready. No dated fact in three months moved it.
Why Impact 6 Europe's shipping states, Russia and Asian buyers; a lasting rule; the shadow fleet can absorb more at a cost.
The other facts on file (3)
- 20th package includes the basis for a future prohibition on transporting Russian oil; the Council will decide when it enters into force, with a wind-down [1] (23 Apr 2026)
- Greece and Malta would veto without a G7 deal; Cyprus neutral as presidency [4] (4 Aug 2026)
- 21st package presented in June without activation; agreed late July [4] (4 Aug 2026)
Where it sits
How it spreads
Between 26 Oct 2026 and 25 Oct 2027, the Council of the EU adopts the decision that brings the maritime services ban for Russian crude oil or petroleum products into application, with any wind-down period starting inside the window.
Not under wayChannels 5 on the card
- CanadaCanada already lists over 600 vessels [9]; no Canadian tanker trade at stake.
- Oil marketsAbout 40% of Russia's seaborne oil moves off G7+ ships (September 2026) [5]; an abrupt ban could raise prices (CREA, as quoted by Euronews) [4].
- Shipping and insuranceEU owners, insurers and registries lose the trade; the UK's P&I role is decisive.
- Russia's revenueHigher shipping cost widens the Urals discount.
- ChokepointsMore under-insured tankers in the Danish and Turkish straits and the Gulf of Finland.

Three scenarios and their signposts
- S1
Stays on paper
The price cap remains the tool; the ban is never switched on.
- S2
Switched on with London
The EU acts with UK backing and a wind-down, without the US.
- S3
Switched on after a shock
A spill or clash involving a shadow tanker shifts Greek and Maltese views.
| Path | Signpost |
|---|---|
| S1 | a 22nd package adopted without the ban by 30 Jun 2027 |
| S2 | a UK statement aligning its P&I rules by 31 Mar 2027 |
| S3 | a Council decision setting an application date by 25 Oct 2027 |
No probability is given for the three paths.

The other side
A switched-on ban would be easier to enforce than the price cap, in the words of Sweden's foreign minister (Euronews, 4 Aug 2026) [4]; non-Russian crude exporters, Canada included, would face less discounted Russian competition in some markets (Strature's view); shipowners outside the trade would gain work (Strature's view).
