A second EU country rations diesel or jet fuel
The test Between 26 Oct 2026 and 25 Oct 2027, the government or a national authority of an EU member state other than Slovenia imposes a quantity limit on sales of diesel or jet fuel to final users (per purchase, per day or per flight), nationwide or in a region, for 3 days or more (limits set only by a supplier or an airport operator do not count; Slovenia's own cap and its renewals do not count).

Impact is the average of the four parts, rounded, plus one point when Canada is directly hit on two or more channels, up to 10.
Two separate scales from 1 to 10. Strature never multiplies or merges them.
What changed
Dated, newest first
- Oil Coordination Group: diesel and jet supplies remain tight but no physical shortage in Europe [3]
- IEA Board: about 330 million barrels released; agreed to accelerate the remaining releases, including over 20 million barrels of diesel as soon as possible [5]
- Wholesale diesel all-time highs of around US$220/bbl in mid-September; Dated Brent near US$134; European diesel cracks near US$60/bbl by early October, as freight and crude costs rose [2]
- OECD gasoil and diesel stocks 565 mb in July, about 5% below pre-conflict and lowest since Nov 2023 [2]
- Russia's diesel export ban: producers to 31 Oct 2026, non-producers to 31 Jan 2027 [8]
Why it matters
In March 2026 Slovenia became the first EU state in this crisis to cap fuel purchases, at 50 litres a day for private buyers. Diesel and jet fuel in Europe are still tight, but on 21 Oct 2026 the EU's Oil Coordination Group found no physical shortage. A second government cap would show that the Gulf shock has moved from prices to the pump.
Why Likelihood 4 Pushes: diesel tight into winter, low OECD stocks, Russian refinery damage, IEA moves to speed up diesel releases. Brakes: no physical shortage in Europe on 21 Oct, about 330 million barrels released, prices ration demand first. Falling cracks not counted (cost-driven, per the IEA).
Why Impact 4 Key price wholesale diesel; no cited move tied to a cap. Threshold case: a cap in one region of one member state for 3 days.
The other facts on file (2)
- Slovenia limited fuel purchases to 50 litres a day for natural persons and 200 litres a day for businesses and farmers, from midnight, decided 21 Mar 2026 [1] (21 Mar 2026)
- Notices at Milan Linate, Bologna, Venice and Treviso limited short-haul flights to 2,000 litres per aircraft until at least 9 April 2026; supplier-led [6] (6 Apr 2026)

How it spreads

Not under wayChannels 4 on the card
- CanadaNot directly hit; Canadian fuel oil prices were already up 57.8% on a year in September 2026 [10].
- Transport and farmsA cap hits hauliers, farms and taxis first; Slovenia set a higher limit for businesses and farmers.
- Cross-border buyingA cap or price gap pushes buyers across borders and spreads the pressure.
- AviationA jet fuel limit of 2,000 litres [6] is under an hour of flying for a Boeing 737 or Airbus A320 (pilots' estimate, as reported) [6].

Three scenarios and their signposts
- S1
Tight but supplied
IEA diesel releases and the refinery dialogue keep stations supplied through winter.
- S2
A local cap
A small or landlocked state facing cross-border buying copies Slovenia's daily limit.
- S3
A winter squeeze
A new Gulf or Russian supply cut meets low stocks; several states limit diesel for private buyers.
| Path | Signpost |
|---|---|
| S1 | The Oil Coordination Group keeps its no-physical-shortage line |
| S2 | A government decree limiting litres per purchase |
| S3 | Russia's non-producer ban renewed beyond 31 Jan 2027 alongside new IEA collective action |
No probability is given for the three paths.

The other side
US refiners' margins reached new highs in the IEA's October report, and the planned EU dialogue with refineries could bring investment in middle-distillate output. States with large emergency stocks gain room to help neighbours.
