Gulf war / Hormuz: what is at stake for Austria

Gulf producers supplied 15.4% of Austria's crude imports in 2024, all from Saudi Arabia and Iraq; Kazakhstan supplies most. Low band. ADNOC's 24.9% OMV stake adds a capital link.

    Risks

    • Saudi Arabia sent 931 kt and Iraq 248 kt of crude to Austria in 2024, out of 7,640 kt imported. Iraq's seaborne crude from the south has to pass the Strait.
    • OMV had about EUR 100m of one-off hedging losses from disrupted supply chains in Q1 2026, and bought 56,000 t from the compulsory emergency reserve, according to a press report of its results (Apr 2026). Estimate from press or commentary
    • Austria imports no products directly from the Gulf, but 3,924.544 kt of its 5,460.04 kt of product imports came from Germany in 2024; Gulf-refined diesel and jet can reach it through that route.
    • A Gulf state company is a large OMV shareholder: ADNOC holds 24.9% of OMV and has a consortium agreement with the state holding ÖBAG over 56.4% of the shares.

    Opportunities

    • Kazakh crude, 56% of imports in 2025, loads on the Black Sea and reaches Schwechat through Trieste, outside the Strait.
    • Compulsory stocks of about 2.6 Mt oil equivalent cover 90 days of net imports, about a quarter of annual use (press estimate). Estimate from press or commentary
    • Borealis, based in Vienna, and Borouge plan to merge, with Nova Chemicals, into Borouge Group International, subject to approvals, with ADNOC and OMV proposed at 46.94% each; the deal would put Gulf and Austrian petrochemical capacity in one group. Estimate from press or commentary

    Uncertainties

    • The 2025 origin split is not yet in Eurostat; slides citing Statistik Austria put Saudi Arabia at 12% in 2025, against 12.2% in 2024.
    • Part of Saudi crude can leave through Yanbu on the Red Sea, so the share that has to pass the Strait is lower than 15.4%; the split for Austrian cargoes is not published.
    • The capital figure is a market value that moves with the OMV share price, EUR 72.50 on 28 Oct 2026 against 57.20 on 23 Apr 2026.

    What to watch

    • 20 Nov 2026F-0074 resolves. A renewed strike could keep Iraqi and part of Saudi crude out for longer.
    • MonthlyStatistik Austria crude imports by origin: the Saudi, Iraqi and Kazakh shares.
    • QuarterlyOMV results: fuels operating result, refining margins and further draws on the emergency reserve.
    • 2026/27Approval and listing of Borouge Group International, and the planned move of ADNOC's OMV stake to XRG.
